Completeness measures whether an answer or agent workflow includes all required information or steps. A complete support answer includes all policy requirements. A complete coding agent change includes implementation, tests, and relevant docs when required.
Completeness is different from correctness. A response can be correct but incomplete if it omits a necessary caveat, step, citation, or action.
